- The OROQUIETA CITY WATER DISTRICT, through the Corporate Approved Budget 2022intends to apply the sum of One Million Twenty-Two Thousand Eight Hundred Forty Pesos & 00/100 (Php1,022,840.00) being the total ABC to payments under one lot for the supply and delivery of gasoline, diesel fuel, oil and lubricants for CY 2022 under PR No. 2021-12-090. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The OROQUIETA CITY WATER DISTRICT now invites bids for the above Procurement Project. Delivery of the Goods is required upon receipt of Notice to Proceed until December 31, 2022 or until contract cost or committed liters have been exhausted, whichever comes first. Bidders should have completed, within the last two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
- Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
- Prospective Bidders may obtain further information from Oroquieta City Water District and inspect the Bidding Documents at the address given below during Monday to Friday, from 8:00 a.m. to 5:00 p.m.
- A complete set of Bidding Documents may be acquired by interested Bidders December 30, 2021to January 18, 2022 from the given address and website(s) below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos Only (Php5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees whether presented in person, by facsimile, or through electronic means.
- Pre-Bid Conference shall be done on January 7, 2022, 2:00 o’clock in the afternoon, at the OCWD Board Conference Room, OCWD Office and/or through videoconferencing/ webcasting, which shall be open to prospective bidders.
- Bids must be duly received by the BAC Secretariat through:(i) manual submission at the office address indicated below, (ii) online or electronic submission as indicated below, or (iii) both on or before January 18, 2022 at 1:00 o’clock in the afternoon. Late bids shall not be accepted.
- All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
- Bid opening shall be on January 20, 2022, 2:00 p.m. at Oroquieta City Water District, Board Conference Room, Oroquieta Town Center, Canubay, Oroquieta City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
- Back-up data or cloud storage for large files uploaded for online bid submissions may be used when deemed necessary.
- The Oroquieta City Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
