Terms of Reference for the Request for Quotation (RFQ) for Security Guard Services at the Office Premises of Oroquieta City Water District

 

OBJECTIVE

 

The Oroquieta City Water District (OCWD) Administrative and General Services Division, through its Bids and Awards Committee (BAC), desires to select a Security Agency that will provide Security Guard Services at the office premises located at Barangay Canubay, Oroquieta City.

 

The primary goal of the Contract is to provide OCWD with uniformed, armed and trained Security guard to ensure the safety and to avoid violence in any crisis situation while affording a maximum protection to OCWD Board of Directors, Management, Officers and Employees including the office building, premises, grounds, office property and equipments.

 

The resulting contract for such proposal shall be for the fiscal year of 2017 beginning February 1, 2017.  The RFQ does not in any manner whatsoever constitute a commitment or obligation on the part of OCWD to accept any quotation, in whole or in part, received in response to the RFQ, nor does it constitute any obligation by OCWD to acquire any goods or services.

 

PROPOSAL SUBMISSION

 

Proposals shall be submitted in hard copy including attachments inside a sealed envelope, to wit:

  1. License to Operate;
  2. Breakdown of Contract Rate;
  3. Mayor’s / Business Permit;
  4. DTI / SEC Registration;
  5. PhilGEPS Registration;
  6. Income / Business Tax Return for 2016;
  7. Sworn Statement that the Supplier/Agency is not blacklisted or barred from bidding; and is not related to the Head of Procuring Entity by consanguinity or affinity up to the third civil degree.

LOCATIONS AND HOURS OF OPERATIONS

 

The Security Guard services will be performed at the OCWD facilities located at the address stated above.

 

Normal Working Hours: Monday to Sunday from 8:00 a.m. to 5:00 p.m. including Regular, Special and Local Holidays.

 

SCOPE OF WORK

 

The Security Guard services include, but not limited to, the following:

 

  1. Provide surveillance of all persons entering and exiting OCWD offices.
  2. Inspect packages, briefcases, purses, duffel bags and other items being brought into or being removed from the premises.
  3. Conduct periodic patrols inside and outside the buildings at least two times per day.
  4. Deter and report unauthorized personnel or vehicular entry to OCWD facilities.
  5. Maintain law and order within the assigned areas consistent with Security Guard training and equipment so as not to unreasonably endanger property and/or persons.
  6. Prepare required orders, instructions and incident reports, including reports on accidents and fires; maintain and make available all records in connection with the duties and responsibilities of the assignment.
  7. If required, assist in controlling and monitoring admittances to parking areas.
  8. Receive and safely store lost and found articles pending return to owner or for appropriate disposal of, in accordance with procedures issued by OCWD Management.
  9. In the event of emergency or unusual occurrence adversely affecting the interest of OCWD, summon appropriate assistance such as local fire and/or police departments and immediately notify the management.
  10. Perform other functions as necessary in the event of situations or occurrence such as civil disturbances, attempt to commit espionage, sabotage or other criminal acts adversely affecting the security or safety of OCWD, its employees, properties and the general public lawfully in buildings or on property under the control of OCWD consistent with security force training and equipment so as not to endanger persons and property.
  11. Observe and enforce posted rules and regulations covering the OCWD facilities.

 

 

GENERAL REQUIREMENTS

 

  1. The supplier shall be licensed as a qualified security services agency for at least 5 years.

 

  1. In an effort to maintain a mentally alert and rested guard force and to avoid losses and damages due to the fault or negligence of the security guard resulting to a loss in confidence, the supplier shall have a standby Security Guard available upon request to fill-in or for replacement during absences and other similar situations as stated above.

 

  1. The supplier shall be responsible for any damage or loss due to the assigned security guard’s negligence and/or fault, but shall be under due process.

 

  1. By submitting the quotations, the Supplier warrants that it fully complies with all labor and employment laws and legal requirements applicable to the provision of services and specifically warrants full compliance with the labor and employment laws.

 

  1. Supplier must provide, on a monthly basis, copies of remittance contributions to SSS, PhilHealth and PAG-IBIG of the security guard.

 

The following qualification requirements apply to the security guard:

 

  1. Filipino citizen and of legal age.
  2. Has undergone the Pre-Licensing Training for Security Guards or equivalent.
  3. Holder of a Temporary/Original License to exercise his/her profession as a Security Guard duly issued by proper authority.
  4. Must be in good health, without physical defects or abnormalities which interfere or would interfere with performing his services.
  5. Free from communicable diseases, any serious physical illness, ailments or maladies including TB, HIV or AIDS and other diseases that may be transmitted to and result in the disablement of other persons.
  6. Must be able to hear adequately.
  7. No derogatory or criminal record.
  8. Must have integrity; must be courteous, respectful attentive, and trustworthy.
