Invitation to Bid on the Procurement of Water Service Materials and Fittings per PR Nos. 2016-11-091 and 092

INVITATION TO BID

PROCUREMENT OF WATER SERVICE CONNECTION MATERIALS FOR THE NEW VILLAFLOR PUMPING STATION AND FOR THE PROPOSED EXPANSION OF DISTRIBUTION MAINLINE FROM LANGCANGAN RTC TO LANGCANGAN PROPER

  1.   The OROQUIETA CITY WATER DISTRICT, through the Corporate Approved Budget 2016 intends to apply the sum of One Million Fifty Thousand Two Hundred Twenty One Pesos and 00/100 (PHP 1,050,221.00) for the procurement of water service connection materials the new Villaflor Pumping Station and for the proposed expansion of distribution mainline from Langcangan RTC to Langcangan Proper under P.R.s 2016-11-091 and 2016-11-092 being the Approved Budget for the Contract (ABC). Bids received in excess of the ABC shall be automatically rejected at Bid Opening.
  2. The OROQUIETA CITY WATER DISTRICT, NOW INVITES FOR SEALED Bids from eligible Bidders the supply and delivery of water meters for repairs and maintenance. Delivery of Goods is required within Fifteen (15) Calendar Days upon receipt of P.O. Bidders should have completed, within the last two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents herewith, particularly, in Section II. Instructions to Bidders.
  3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Act”.

Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar or privileges to Filipino citizens, pursuant to 5138 and subject to Commonwealth Act 1384.

  1. Interested bidders may obtain further information from Oroquieta City Water District and inspect the Bidding Documents at the address given below during Monday to Friday, from 8:00 a.m. to 5:00 p.m.
  2. A complete set of Bidding Documents may be purchased by interested Bidders on November 15-22, 2016 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of One Thousand Pesos (Php 5,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of OCWD, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

  1. Bids must be delivered to the address below on or before November 22, 2016 at 1:00 o’clock in the afternoon.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated.

Bid opening shall be on November 22, 2016, 2:00 p.m. at Oroquieta City Water District, Board Conference Room, Oroquieta Town Center, Canubay, Oroquieta City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below.  Late bids shall not be accepted.

  1. The OROQUIETA CITY WATER DISTRICT reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
